Low-Income Energy Assistance
Program (LEAP)
The provincial government has implemented a Low-Income Energy Assistance Program (LEAP) to better assist low income energy consumers manage their bill payments and energy costs. The program was based on the "Winter Warmth" program and is intended to supplement existing government initiatives, such as the Emergency Energy Fund. More details of the LEAP program are available on the OEB website.
As part of this program, residential customers who qualify as a low income customer may request and receive a refund of any security deposit previously paid to Northern Ontario Wires Inc. For information on eligibility requirements and the application process, please contact your local District Social Services Administration Board (DSSAB) office.
